Lukoil's Middle east head sees Oil at $55-$65 a barrel on cuts

Oil will stabilize around $55 to $65 a barrel as OPEC fulfills its agreement to cut output, with stockpiles and shale production keeping prices from rising much more, the Middle East head of Lukoil PJSC said.

Russia’s second-largest oil producer hasn’t had to reduce production in Iraq as a result of the curbs pledged by OPEC, Gati Al-Jebouri said Monday in a Bloomberg television interview. Lukoil’s output in Iraq is about 400,000 barrels a day, he said. OPEC’s cutbacks have brought a period of stability to the market, he said.


“We have a lid because of shale oil and we have a bottom because of the already proven decision and willingness of OPEC to maintain prices at a reasonable level,” Al-Jebouri said.

The Organization of Petroleum Exporting Countries, working in concert with 11 other producers such as Russia, reached agreement last year to reduce output to clear a persistent oil glut and revive prices. Brent crude oil, a global benchmark, has rebounded about 20 percent since OPEC decided at the end of November to restrict supplies for six months starting Jan. 1. Brent rose 0.8 percent to $56.46 a barrel by 11:32 a.m. in Dubai.

Lukoil is seeking opportunities for growth in the Middle East as Iran opens more of its oil fields to international partners and other countries need technology to develop deposits, Al-Jebouri said. Lukoil is in talks with National Iranian Oil Co., the Persian Gulf country’s state producer, about the Ab Teymour and Mansouri oil fields in western Iran, he said.

The company is also interested to pump oil from offshore fields in Abu Dhabi and to produce heavy crude in Oman and Kuwait. Abu Dhabi, holder of most of the oil in the United Arab Emirates, is preparing to seek partners for the offshore fields by 2018, he said.

California gun sales highest ever after new gun control limits

State officials told KQED’s Julie Small that as of Dec. 26, 1.3 million guns were sold in California — more than in any previous year.

With six new gun control bills signed by Gov. Jerry Brown in July, sales of semi-automatic rifles have more than doubled in California over the last year. More than 700,000 guns sold in all of 2015.


The Santa Rosa Press Democrat reports that the California Department of Justice shows 364,643 semi-automatic rifles had been sold by Dec. 9, whereas 153,931 rifles were sold last year.

Rifles with bullet buttons for the quick swap of ammunition magazines and other soon-to-be banned features have also skyrocketed. Statewide sales were up 40 percent by early December.

The new gun controls reclassified semi-automatic rifles that have certain features as assault weapons. The features added to the prohibited list include a protruding or forward pistol grip, a thumbhole stock, a folding stock or a flash suppressor. Assault weapons have been banned in California since 1989.
“Gun manufacturers are in a profit-making business,” state Sen. Steve Glazer told Small. “They want to do everything to ratchet up sales — and they use this change as marketing to try to compel people to go out and buy one of these guns.”

Glazer co-authored the law to ban a narrow classification of guns used in warfare — that don’t belong in neighborhoods.

Steven Serna came into Pacific Outfitters sporting goods store in Ukiah last week to buy a semi-automatic rifle before new gun control legislation limits the gun’s features in California.

He wanted to purchase an AK-47 rifle but there were none to be found at the store. The deer hunter lamented that he should have purchased one earlier this year.

Todd Lyly also visited the store last week to talk with his friends behind the gun sales counter about the new laws.

Lyly said he will convert his weapons so they are compliant with the new regulations, most likely by installing a fixed stock. But he said it’s a superficial change that he expects will mostly impact law-abiding people and not violent criminals already disinclined to follow the law.

“It’s frustrating,” Lyly said.

California lawmakers pushed for the new gun controls after a mass shooting in San Bernardino last year. A married couple who were armed with AR-15 rifles and 9mm pistols shot and killed 14 people and wounded 22 others at a county health department holiday party. Authorities said they were inspired by foreign terrorist groups.

Claudio Ranieri fired by Leicester 9 months after leading them to remarkable EPL title

Claudio Ranieri has been fired as the manager of Leicester City. The Foxes have decided to move on from the manager who led them to an improbable Premier League title just nine months ago after dropping into the relegation fight this season.


Ranieri’s status at Leicester has been in question for weeks as the Foxes have stumbled down the table. They are yet to win a Premier League match since the start of  2017 and only have five wins in the entire season. That has left them only a point out of the relegation zone, a fact that would scare any club, but is especially terrifying to the Foxes considering how poorly they’ve played. It’s not hard to argue that Leicester have been the worst team in the league for nearly two months now, making the chances of them being relegated all the more likely.

The hope for Leicester is that a new manager can give them a boost the way new bosses did at Hull and Swansea. The two other relegation contenders have made huge strides since switching managers and the Foxes are betting that a new boss can do the same for them.

That Ranieri had to go is especially difficult considering the wondrous job he did last season. He took Leicester, a team with 5,000/1 odds to win the title, to the top of the Premier League to become the most unexpected champions in the history of the league. He was exceedingly likable, both in Leicester and around the world as fans rallied around the remarkable Foxes. Ranieri threw his players pizza parties and was always quick to a joke, while using his time away from the club to visit his mother back in Italy. He was absolutely beloved and the club wanted nothing more than to keep him.

Unfortunately, the results this season made it tough for Leicester to justify holding onto Ranieri. They simply lost too much and while there was no realistic expectation that they would contend for the title again, the Foxes did not expect to be in a relegation fight. That’s where they find themselves and, needing a change, they had to jettison the man who led them to glory.

Kazakhstan’s Tengiz Oil Field Expansion to Create 20,000 Jobs

The implementation of the project to raise production at Kazakhstan’s huge Tengiz oil field will create more than 20,000 oil-related jobs in the country, the ministry of labor and social protection said on Monday.
The company operating the Tengiz field, Tengizchevroil LLP, is implementing the Future Growth Project and Wellhead Pressure Management Project (FGP-WPMP), under which production is expected to increase by 12 million tons per year, or by 260,000 barrels per day. The WPMP plans to keep the existing Tengiz plants full by lowering the flowing well head pressures and boosting the pressure to the six existing processing trains, according to the company’s plans.

In July last year, Tengizchevroil – in which Chevron holds 50 percent and ExxonMobil another 25 percent - approved a $36.8-billion output expansion plan for Tengiz. Plans are to bolster production to 39 million tons of crude per year, or 850,000 barrels per day, by 2022. The field currently yields 27 million tons per year, which represents over a third of Kazakhstan’s overall crude oil output.

Kazakh Energy Minister Kanat Bozumbayev said back then that the expansion was expected to generate some $120 billion in extra taxes by the year 2033 when the oilfield development contract ends, as well as a cumulative 250 million tons of crude.

Tengizchevroil – whose other shareholders include Kazakhstan’s state company KazMunayGaz with 20 percent and Lukoil’s LukArco with a 5-percent ownership – said that crude oil production was 114.8 million barrels for the first half of 2016.

Estimated oil in place in the Tengiz field is around 25.5 billion barrels.

Total recoverable crude oil in the Tengiz and the nearby Korolev field is estimated at 6.4-10.7 billion barrels.

In 2015, Chevron’s share of the net daily production from the two fields averaged 257,000 barrels of crude oil, 348 million cubic feet of natural gas, and 21,000 barrels of natural gas liquids.

Tom Brady led one of the greatest comebacks in sports history, lifting New England from a 25-point hole to the Patriots' fifth NFL championship in the first Super Bowl overtime.

The Patriots scored 19 points in the final quarter, including a pair of 2-point conversions, then marched relentlessly to James White's 2-yard touchdown run in overtime to beat the Atlanta Falcons 34-28 on Sunday night.

Brady, the first quarterback with five Super Bowl rings, guided the Patriots (17-2) through a tiring Atlanta defence for fourth-quarter touchdowns on a 6-yard pass to Danny Amendola and a 1-yard run by White, which came with 57 seconds remaining in regulation. White ran for the first 2-pointer and Amendola did the deed with a reception on the second.

Brady, winning Super Bowl MVP for a record fourth-time, finished 43 for 62, the most attempts in Super Bowl history, for 466 yards, also a record, and two touchdowns.

"You know, we all brought each other back," Brady said. "We never felt out of it. It was a tough battle. They have a great team. I give them a lot of credit. We just made a few more plays than them."

Before the stunning rally - New England already held the biggest comeback in the final period when it turned around a 10-point deficit to beat Seattle two years ago - the Falcons (13-6) appeared poised to take their first NFL championship in 51 seasons. Having never been in such a pressurised environment, their previously staunch pass rush disappeared, and Brady tore them apart.

"Deflategate" far behind them, Brady and coach Bill Belichick won their 25th postseason game, by far a record. It's hard to imagine a tenser victory. Belichick became the first coach with five Super Bowl crowns.

The Patriots won the coin toss for overtime and it was no contest. Brady completed six passes. A pass interference call took the ball to the 2, and White scooted to his right and barely over the goal line.

His teammates streamed off the sideline to engulf White as confetti streamed down from the NRG Stadium rafters.

It was almost an impossible dream for the Patriots a bit earlier. But helped by Matt Ryan's fumble on a sack, a spectacular catch by Julian Edelman , and Brady's passing, they never stopped coming.

White had 14 receptions for 110 yards as the key weapon, but Brady hit seven different receivers.

Until the Patriots took charge with their late surge, league MVP Ryan was outplaying Brady. It didn't last.

Falcons head coach Dan Quinn admitted the loss was hard to take. "No doubt that was a tough one for us," said Quinn. "That's a hard one in the locker room."

Quinn felt the Falcons were worn out by the end by the pressure the Patriots applied. "I think for sure we ran out of gas some," Quinn said.

Back in Boston,  hundreds of fans gathered late on Sunday night and early Monday morning in a downtown public park to celebrate. They were dancing, cheering and chanting "Brady."

The mayor of Boston ordered the city to "fire up the duck boats" for the New England Patriots victory parade.

Democratic Mayor Marty Walsh took to Twitter late Sunday night to offer his congratulations "to the greatest team, the greatest coach and the greatest quarterback of all time."

Mr Walsh said a parade celebrating their championship would be held on Tuesday, adding the Pats "have made Boston and New England proud."

Donald Trump was also quick to offer his congratulations. The president, who has often boasted of his friendship with Brady, tweeted: "What an amazing comeback and win by the Patriots. Tom Brady, Bob Kraft and Coach B are total winners. Wow!"
